Technically speaking, that’s illegal.
The violation of which rule exactly, makes this illegal?
o that their pads ride very high on their skates to get another inch or three of thigh rise coverage, but that’s just blatant cheating
I don’t get the logic here, the pads aren’t larger, they just move along the leg. if there is more thigh coverage it also means there is less ankle coverage.

Technically speaking, that’s illegal. Goalies already wear pads with stiff, bulked-up leg and skate channels so that their pads ride very high on their skates to get another inch or three of thigh rise coverage, but that’s just blatant cheating.
