I would suspend any player who refuses to participate and fine the team he plays for. Fine teams who also don't participate or cancel. Hell, they suspend players for not participating in the all star game.

Missing a warmup is not equal to missing an all star game. But that said.. allstar game is 'cool' but meaningless, and would not suspend players for missing it.
