Sweet Sassy Molassy! That window of time after the offending team commits a penalty until the whistle is blown due to possession is one of the most inconsistently ajudged rules in hockey, I think. Sometimes its called whenever the defending team touches it, or deflects it, that time Toronto hit the puck twice, and the whistle didnt blow leading to the Florida goal with six men.
EDIT: not that I mind the goal :)
I wish that if the offending team gets scored on during the delayed time, they still have to serve the penalty.
