Compliance buyout period technically begins at 11 p.m. ET tonight - 48 hrs after Cup final - but buyouts cannot proceed w/o waivers first.

So tomorrow's waivers at 12 noon will be first time buyout candidates can go on unconditional ($100) waivers. Once clear, can be bought out.

Buyout period ends 5 p.m. ET on July 4, so if my understanding is correct, noon on July 3 is last time player can go on waivers for buyout.
