BOG Approves Two Rules

LAS VEGAS (June 19, 2012)—The National Hockey League’s Board of Governors, at its annual June meeting, today approved changes to two rules.

Rule 67 – Handling Puck implements a minor penalty for use of the gloved hand to “conceal” the puck or prevent an opponent from playing it. Rule 76 – Face-Off implements a minor penalty for a player taking a face-off using his hand to direct the puck.

Rule 67 - Handling Puck
67.2 Minor Penalty – Player

A player shall be permitted to catch the puck out of the air but must immediately place it or knock it down to the ice. If he catches it and skates with it, either to avoid a check or to gain a territorial advantage over his opponent, a minor penalty shall be assessed for “closing his hand on the puck.”

New, approved wording in italics:

Any time a player places his hand over the puck while it is on the ice in order to conceal it from or prevent an opponent from playing the puck, a minor penalty shall be assessed for “closing his hand on the puck.”
When this is done in his own team’s goal crease area, a penalty shot shall be assessed (67.4) or a goal awarded (67.5).

A minor penalty shall be imposed on a player who, while play is in progress, picks up the puck off the ice with his hand.

Rule 76 - Face-off
76.4 Procedure - Centers:

Both players facing-off are prohibited from batting the puck with their hand in an attempt to win the face-off. Any attempt by either center to win the face-off by batting the puck with their hand shall result in a minor penalty. This penalty shall be announced as a “Minor Penalty for Delay of Game - Face-off Violation.” Once the face-off is deemed complete (and winner of the face-off is clear), hand passes shall be enforced as per Rule 79.

Hoo boy that 2nd one is garbage if they’re still going to allow defensive zone hand passes. What a mess.

Phew, glad we solved that.  Now we can forget about all of the obstruction they stopped calling.

They ought to get rid of all hand passes period.  It was stupid to allow them in the first place.

Totally agree with ‘longtime fan’. Hand passes should be allowed by goalies and no one else. The fact that they are now becoming restricted is reason enough for them to be abolished all together.

Can’t wait to see all the defensive zone hand passes that are whistled because the player had his hand on the puck for .5 seconds.

You’re right George, TERRIBLE.

Jesus. Stuart was guilty of this 3-4 times last season alone.

Yep. What a fuching mess these guys make of everything. With the gray area inherent in this rule there will be more unnecessary stoppages in play and lame ass penalties called for a play that will no doubt be questioned/pissed and moaned over by players, coaches and analysts alike.

I’m not understanding why this is so terrible.  If you aren’t allowed to place your hand over the puck while its on the ice in general play, why would you be allowed to do so to win a faceoff?  And why should anyone be allowed to cover the puck with their hand anyway?

I don’t speak for everybody, but it’s really only the faceoff rule with which I have a problem.  I’d be ok with calling a penalty for covering the puck with your hand on a faceoff, but the idea of calling a penalty on a guy who sweeps the puck with his hand out of the dot is a bit goofy if they’re still going to allow defensive-zone hand passes (which I would support eliminating).

For me, it’s either eliminate the hand pass altogether or don’t make it a two-minute penalty to make a hand pass in the faceoff dot.

They’re fixing half of a dumb rule by instituting another one.
