Yzerman said he has no problem with Winnipeg making the claim (Antti Miettinen).
“Not at all,” he said. “If somebody else signed him, depending on the contract, we would have considered claiming him. They were well within the rules and were entitled to do it.”
The rule was put in place in order to stop teams from stockpiling players in Europe (thus circumventing the salary cap) and bringing them back to the NHL when needed. But the flaw is that the team that has done all the work signing the player is at a disadvantage when it comes to keeping him. That is why the Lightning tried to make the contract as unfriendly to other teams as possible by signing Miettinen to a two-year deal with a no-move clause.
“I don’t know if it’s fair or unfair, but there is a flaw to it,” Yzerman said. “I think it needs to be tweaked. Maybe, like, you can’t be claimed by a team higher than you in the standings, I don’t know.”

TAMPA BAY – The Tampa Bay Lightning have agreed to terms with free agent forward Antti Miettinen to a two-year, one-way contract today, Vice President and General Manager Steve Yzerman announced.
Miettinen, 6-foot-0, 190 pounds, appeared in 20 games with Ak-Bars Kazan of Russia’s Kontinental Hockey League this season, recording two goals and eight points. He last appeared in an NHL game as a member of the Minnesota Wild during the 2010-11 season when he registered 16 goals and 35 points in 73 games played. He also tied for the team lead that year in power-play goals with eight and game-winning goals with four.
Brown received five for illegal check to the head, a ten and game misconduct.
Miettinen is OK.

Wild isn’t confirming, but I heard from them a couple hours ago that there would be a smaller signing this afternoon. While the team doesn’t have a signed contract yet for Miettinen, this appears to be it.
Update 4:30pm ET: At the above link, Russo says this is now confirmed by the team.
Update 6:58pm ET: TSN states the contract is 3 years.
