The new system gives all clubs something low-revenue teams complained the old system didn't provide: the ability to compete on an even level with every team regardless of market size or revenue streams. "What's good now is that teams can retool and reload quicker than they could previously, which is good for the game," Lowe said. "You could conceivably miss the playoffs by a lot — say Chicago this year — and with a few right moves, could be in the playoffs and challenging."
