Teams bumping up against the cap is the primary reason they struggle to make the trades. So many teams can only do dollar for dollar trades and that’s a tough thing to manage. I thought swallowing salary was supposed to alleviate that a bit but hasn’t happened.
I’m not sure what the solution is unless teams stop maxing to the NHL cap or internal caps but the lack of trades does stifle things quite a bit.

That’s because it sure seems to me that GM’s have gotten used to a number of years of having an opposing GM backed in a corner to make a deal. That doesn’t seem to be the case anymore, and a lot of GM’s are struggling to make actual “hockey trades” instead of just trying to fleece someone else.
