To be a disallowed goal, not only does there have to be a “distinct kicking motion” (which there likely was), but the player also has to “propel the puck.” So while Horcoff may have made a kicking motion, it still deflected in off his skate as opposed to him “kicking” it in. Too many pundits are getting caught by the term “distinct kicking motion” and forgetting that it still actually has to involve a “kick” of the puck.
