The New York Post's Larry Brooks addresses, let's say the "evolution" of Jaromir Jagr from something of a "Jaro-ME FIRST" personality to a different kind of player during his later years, the Rangers and Devils' salary cap issues (and, in the case of the Devils, the possible poaching of Adam Henrique from a team that might not be able to match an RFA offer sheet) and the Flyers' surprising commitment to Mark Streit, but Brooks offers some very necessary clarification regarding salary cap-compliance buy-outs--and they seem to puzzle the heck out of hockey fans of every team loyalty persuasion...
Amnesty buyouts can only occur during the initial buyout window that opens 48 hours after the final game of the Final and concludes July 4, one day prior to the opening of the free agent market, an NHL team executive confirmed.
Clubs cannot exercise amnesty buyouts during the second buyout period that opens following salary arbitration and is available only to teams that either filed for or were filed against.
Thus, if a player is deemed injured and ineligible for a buyout the first week of July — say, the Wild’s Dany Heatley, for instance — he cannot be amnestied until next summer.
And he notes that the NHLPA's going to take a hit in terms of escrow losses thanks to the massive amount of injuries requiring long-term injured reserve replacement:
