I take the following away from Daly’s comments:
1) If these questions regarding Glendale spending 100+ mil of taxpayer funds don;t go away quickly, the sale is screwed.
2) There is a timeline for closing, I know precisely when the closing needs to happen, and per point #1, we’re getting very close to that red line.
3) Not only does the NHL know Jamison doesn’t have the funds to buy the Coyotes and operate them properly, they absolutely couldn’t care less. All they care about is not soaking up 15+ mil a year in losses. Daly hopes desperately that Jamison will gleefully use the ‘Yotes as a tax write-off for a few years and buy (literally) the league some breathing room, especially since there is a 50-50 chance the NHL will end up owning at least one other franchise in the next two or three years.

“We are of the view that he does” means “We just want to keep them in the desert, and we don’t care what his financials look like. Any future discussion of financials won’t be our problem if this gets done.”
A jaded view perhaps, but I’m pretty sure the other 29 owners don’t like jointly losing 50 million bucks a year on a team in the desert that can’t sell out their playoff games.
